Mahakumbh Tragedy: UP Implements No-Vehicle Zone, Scraps VVIP Access in Fair Area

The Uttar Pradesh government has made five major changes after the stampede in the Mahakumbh fair. Mahakumbh city has been declared a no vehicle zone, meaning no vehicle will be allowed to enter.

A stampede occurred during the gathering of crores of devotees in the fair area for the holy bath on Mauni Amavasya in Mahakumbh.

30 people died and 60 others were injured in this stampede. Regarding the incident, the government said that the stampede occurred due to the devotees pushing the barricades in an attempt to reach the Sangam coast.

After this accident, the state government decided to make five major changes, which have been implemented by the administration.

All types of vehicles have been strictly prohibited in the Maha Kumbh Mela area and it has been completely converted into a no-vehicle zone.

VVIP passes have been cancelled in the Mela area. No vehicles with special passes will be allowed inside.

A one-way traffic system has been implemented to smoothen the movement of devotees.
To reduce congestion in the city, vehicles coming from neighbouring districts are being stopped at the district borders.
To maintain order, there will be a complete ban on the entry of four-wheelers in the city till February 4.

Apart from these five changes, IAS officers Ashish Goyal and Bhanu Goswami have been directed to reach Prayagraj immediately to manage the crowd in the Mela area. Both bureaucrats played a key role in the successful management of the 2019 Ardh Kumbh along with Vijay Kiran.

During that event, Bhanu Goswami served as the district magistrate and vice-chairman of the Kumbh Mela Authority, while Ashish Goyal was the commissioner of Prayagraj, overseeing the management.

Additionally, five special secretary-level officers with previous experience in handling large-scale events have been appointed to assist in Maha Kumbh operations.
Following the tragedy, Chief Minister Yogi Adityanath issued a slew of guidelines focusing on crowd control, traffic management and inter-departmental coordination.

He ordered a review of Maha Kumbh arrangements by the Chief Secretary and Director General of Police (DGP). The ADG and Prayagraj District Magistrate have been directed to ensure safe and smooth departure of all devotees from the city.

In a late night video conferencing, CM Yogi addressed senior police officers and officials of several districts. He directed to coordinate with railway officials. Transport Corporation has been directed to run additional buses in view of the crowd.

He said that there should be no crowd pressure anywhere and there should be no traffic or crowd of people on the roads. Street vendors occupying the roads should be shifted to vacant places to prevent disruption of traffic.

The Chief Minister also stressed that it should be ensured that people visiting the fair do not face unnecessary restrictions while roaming around the fair ground.

On Wednesday, the state government announced a three-member judicial commission to investigate the causes of the stampede. The panel includes Justice Harsh Kumar, former Director General V.K. Gupta and retired IAS officer V.K. Singh.

The Chief Minister has announced a compensation of Rs 25 lakh each to the families of the deceased.
